IX.TheEmperorofChinaagreestopublishandpromulgate,underhisImperialsignmanualandseal,afullandentireamnestyandactofindemnitytoallsubjectsofChina,onaccountoftheirhavingresidedunder,orhavinghaddealingsandintercoursewith,orhavingenteredtheserviceofHerBritannicMajesty,orofHerMajesty'sofficersandHisImperialMajestyfurtherengagestoreleaseallChinesesubjectswhomaybeatthismomentinconfinementforsimilarreasons. X.HisMajestytheEmperorofChinaagreestoestablishatalltheportswhichare,bythe2ndArticleofthisTreaty,tobethrownopenfortheresortofBritishmerchants,afairandregulartariffofexportandimportcustomsandotherdues,whichtariffshallbepubliclynotifiedandpromulgatedforgeneralinformationandtheEmperorfurtherengages,thatwhenBritishmerchandiseshallhaveoncepaidatanyofthesaidportstheregulatedcustomsanddues,agreeabletothetarifftobehereafterfixed,suchmerchandisemaybeconveyedbyChinesemerchantstoanyprovinceorcityintheinterioroftheEmpireofChina,onpayingafurtheramountastransitduties,whichshallnotexceed[seeDeclarationrespectingTransitDutiesbelow]onthetariffvalueofsuchgoods. XI.ItisagreedthatHerBritannicMajesty'sChiefHighOfficerinChinashallcorrespondwiththeChineseHighOfficers,bothattheCapitalandintheProvinces,undertheterm"Communication"[chinesecharacters].TheSubordinateBritishOfficersandChineseHighOfficersintheProvincesundertheterms"Statement"[chinesecharacters]onthepartoftheformer,andonthepartofthelatter"Declaration"[chinesecharacters],andtheSubordinatesofbothCountriesonafootingofperfectequality.Merchantsandothersnotholdingofficialsituationsand,therefore,notincludedintheabove,onbothsides,tousetheterm"Representation"[chinesecharacters]inallPapersaddressedto,orintendedforthenoticeoftherespectiveGovernments. XII.OntheassentoftheEmperorofChinatothisTreatybeingreceived,andthedischargeofthefirstinstalmentofmoney,HerBritannicMajesty'sforceswillretirefromNankingandtheGrandCanal,andwillnolongermolestorstopthetradeofChina.ThemilitarypostatChinhaiwillalsobewithdrawn,buttheIslandsofKoolangsoo,andthatofChusan,willcontinuetobeheldbyHerMajesty'sforcesuntilthemoneypayments,andthearrangementsforopeningtheportstoBritishmerc
